§ 2-18. Council single member districts, described.

  • (a)

    The City of Lanett, Alabama, is hereby divided into five (5) council single-member districts to be designated:

    District No. 1, District No. 2, District No. 3, District No. 4, and District No. 5.

    (b)

    The districts are the areas within the City of Lanett, Alabama, which are enclosed by the below described lines which if described as being a street, roadway, railroad or alley shall be the center line or center of such street, roadway, railroad or alley:

    District No. 1:

    The district boundary begins at the intersection of 10th St. S.E. and Gilmer Ave. It runs east behind the homes on the north side of 10th St. S.E. to the Alabama/Georgia line. (The homes on both sides of 10th St. between Gilmer Ave. and the railroad are in District 4.) At that point it shifts north following the Alabama/Georgia boundary line to Gilmer Ave., then goes south along Gilmer Ave. to the intersection of Gilmer Ave. and 7th St. N. At 7th St. N., the line shifts to the west and runs behind the houses on the south side of 7th St. N. to the intersection of 7th St. and N. 4th Ave. (The homes on both sides of N. 7th St. between Gilmer Ave. and 4th Ave. N are in District 3.) At the intersection of 7th St. and N. 4th Ave., the line shifts north, running behind the homes on the west side of N. 4th Ave. to the intersection of N. 4th Ave. and Cherry Drive. (All of the homes on both sides of 4th Ave. N. between 7th St. and Cherry Dr. are in District 3. The homes along Cherry Drive east of the intersection with N. 4th Ave. are in District 3. The homes along Cherry Drive west of the intersection with N. 4th Ave. are in District 1.) The line then goes due north until it hits 12th St. N. (All of the homes on 12th St. east of N. 11th Ave. are in District 3.) It then goes west behind the homes on the south side of N. 12 St. to the intersection of N. 12th St. and N. 11th Ave. The line then runs north down the center of N. 11th Ave. to the intersection of N. 11th Ave. and N. 17th Ct. (The homes along the west side of N. 11th Ave. between N. 12th St. and N. 17th Ct. are in District 1. The homes along the east side of N. 11th Ave. between N. 12th St. and N. 17th Ct. are in District 3. All the homes along N. 17th Ct. are in District 3.) At this point, the boundary arches southwest to the intersection of Cherry Drive and N. 17th Ave., forming a quarter circle. (All of the homes along N. 18th St. are in District 3. All of the homes along Cherry Drive to the west of the intersection of Cherry Drive and N. 17th Ave. are in District 3. All of the homes along Cherry Drive to the East of the intersection of Cherry Drive and N. 17th Ave. are in District 1.) It then arches southeast, forming a quarter circle, to the intersection of N. 3rd St. and N. 14th Ave. (All of the homes along N. 14th Ave. between Cherry Drive and N. 3rd St. are in District 1.) The line then runs east behind the homes on the south side of N. 3rd St. to the intersection of N. 3rd St. and N. 11th Ave. (All of the homes along 3rd St. between N. 14th Ave. and N. 11th Ave. and on the small westward extension of N. 3rd St. are in District 1.) At 11th Ave., the line shifts north behind the homes on the east side of N. 11th Ave. to the intersection of 11th Ave. and N. 4th St. (All of the homes along both sides of 11th Ave. between N. 3rd St. and N. 4th St. are in District 1. The homes along N. 11th Ave. south of the intersection with 3rd St. are in District 3.) At 4th St., the line shifts east behind the homes on the south side of N. 4th St. to the intersection of N. 4th St. and N. 9th Ave. (The homes along both sides of 4th St. between 11th Ave. and N. 9th Ave. are in District 1.) At this point, the line shifts southeast and runs behind the homes on the north side of N. 3rd St. to the intersection of 3rd St. and 8th Ct. (The homes along both sides of N. 3rd St. between N. 9th Ave. and N. 8th Ct. are in District 3.) At this point, the lines shifts north for one block running behind the homes on the east side of 8th Ct. to the intersection of N. 8th Ct. and N. 4th St. (The homes on both sides of N. 8th Ct. between N. 3rd St. and N. 4th St. are in District 1.) The line then shifts east and runs behind the homes on the south side of N. 4th St. to the intersection of N. 4th St. and No. 8th Ave. (The homes on both sides of N. 4th St. between N. 8th Ct. and N. 8th Ave. are in District 1.) The boundary then shifts northeast and runs behind the homes on the east side of 8th Ave. to the intersection of N. 8th Ave. and N. 3rd St. (The homes on both sides of 8th Ave. between N. 4th St. and N. 3rd St. are in District 1.) At that point, the line shifts east and runs behind the homes on the south side of N. 3rd St. to the intersection of 3rd St. and N. 6th Ave. (The homes on both sides of 3rd St. between 8th Ave. and 6th Ave. are in District 1.) The line then shifts north and runs behind the homes on the east side of N 6th Ave. to the intersection of N. 6th Ave. and N. 4th St. (The homes on both sides of N. 6th Ave. between the intersection of 3rd St. and the intersection with N. 4th Ave. are in District 1.) At this point, the line shifts east and runs behind the homes on the south sides of N. 4th St. to the intersection of N. 4th Ave. and Gilmer Ave. (The homes on both sides of N. 4th St. between N. 6th Ave. and Gilmer Ave. are in District 1.) The line then runs south down to the middle of Gilmer Ave. to the beginning, i.e., the intersection of Gilmer Ave. and 10th St. S.E.

    District No. 2:

    The district boundary begins at the intersection of 10th St. S.E. and E. 3rd Ave. and runs east down the middle of 10th St. S.E. to the city limits (at the river). The line then goes southeast along the river, following the city limits. Following the city limits, it then goes southwest along the southern boundary of the city. It continues along the southern boundary of the city (encompassing Lanett and West Shawmut in the city) until it reaches the southwestern-most point of the city limit. It then runs north along the city limit until the city limits intersect the tracks of the Western Railway of Alabama (at a point that is directly north of the north end of Main St.). The line then follows the railroad northeast until the railroad intersects Magnolia Road. (The homes along both sides of Ramsey St. are in District 2.) The line then goes west behind the homes on the south side of Magnolia Road to the intersection of Magnolia Road and Walker St. (The homes along both sides of Magnolia Road between the Western Railway and Walker St. are in District 2.) The line then runs northeast behind the homes on the north side of Walker St. to the intersection of Walker St. and Barrow St. (The homes along both sides of Walker St. between Magnolia Road and Barrow St. are in District 2.) The line then runs northeast behind the homes on the south side of Walker St. to the intersection of Walker St. and Highway 50. (The homes along both sides of Walker St. between Barrow St. and Highway 50 are in District 5.) At this point, the line then runs east behind the homes on the south side of Highway 50 until Highway 50 becomes Gilmer Ave. (The homes along both sides of Highway 50 between Walker St. and S. 5th Ave, are in District 5, and the homes along Highway 50 between S. 5th Ave. and Highway 29 are in District 4.) The line then runs northeast behind the homes on the south side of Gilmer Ave. to the intersection of Gilmer Ave. and 11th St. S.E. (The homes on both sides of Gilmer Ave. between Highway 29 and S. 10th St. are in District 4.) At that point, it shifts east and runs behind the homes on the north side of 11th St. to the intersection of 11th St. and E. 3rd Ave. (The homes along both sides of 11th St. between Gilmer Ave. and E. 3rd St. are in District 2.) At this point, it shifts north and runs behind the homes on the east side of E. 3rd Ave. to the beginning, i.e., the intersection of 10th St. S.E. and E. 3rd Ave. (The homes on both sides of E. 3rd Ave. between 11th St. S.E. and 10th St. S.E. are in District 4.)

    District No. 3:

    The district boundary begins at the city limits at the northeastmost corner of the city. The line then goes west, south and east following the city limits to a point approximately seven blocks south of the intersection of 1st St. and 8th Ct. S.W. The line then runs due north to the intersection of 1st St. and 8th Ct. S.W. (All the homes along 8th Ct. S.W. are in District 3). The line shifts east and runs behind the homes on the south side of 1st St. to the intersection of 1st St. and S. 5th Ave. (The homes along both sides of 1st St. between 8th Ct. and S. 5th Ave. are in District 3.) At the intersection of 1st St. and S. 5th Ave., it runs south down the middle of 5th Ave. to S. 2nd St. It then runs southeast down the middle of 2nd St. to the intersection of S. 2nd St. and Gilmer Ave. (The homes along the south side of 2nd St. between 5th Ave. and Gilmer Ave. are in District 4. The homes along the north side of 2nd St. between 5th Ave. and Gilmer St. are in District 3.) The line then shifts north and runs down the center line of Gilmer Ave. to the intersection of Gilmer Ave. and N. 4th St. The boundary then goes generally west along the District 1 boundary and then continues along the District 1 boundary to the intersection of N. 7th St. and Gilmer Ave. At the intersection of Gilmer Ave. and N. 7th St., the line shifts north and runs down the middle of Gilmer Ave. to the city limits and runs north along the city limits to the beginning, i.e., the northeast-most corner of the city limits.

    District No. 4:

    The district boundary begins at the intersection of S. 5th Ave. and Highway 50. It then runs north behind the homes on the west side of S. 5th Ave. to the intersection of S. 5th Ave. and 12th St. S. (All of the homes along S. 5th Ave. between Highway 50 and 12th St. S. are in District 4.) At 12th St., the line shifts east and runs behind the homes on the north side of 12th St. S. to the intersection of 12th St. and Jennings Ave. (The homes on both sides of 12th St. between 5th Ave. and Jennings Ave. are in District 4.) The line then goes north behind the homes on the west side of Jennings Ave. to the intersection of Jennings Ave. and S. 8th Ave. (The homes on both sides of Jennings Ave. are in District 4.) The line then shifts to the northeast and runs behind the homes on the west side of S. 8th Ave. to the intersection of 8th Ave. and S. 5th St. (The homes on both sides of S. 8th Ave. between Jennings Ave. and S. 5th St. are in District 4.) The line then shifts west and runs behind the homes on the south side of S. 5th St. to the intersection of S. 5th St. and S. 11th Ave. (The homes along both sides of 5th St. between S. 8th Ave. and S. 11th Ave. are in District 4.) At that intersection, the line shifts north and runs behind the homes on the west side of S. 11th Ave. to the intersection of S. 11th Ave. and 1st St. and meets the boundary of District 3. (The homes on S. 11th Ave. between 5th St. and 1st St. are in District 4.) The line then follows the District 3 boundary east and southeast to the intersection of Gilmer Ave. and S. 2nd St. It then goes south along the District 1 boundary and then east along the District 1 boundary to the intersection of 10th St. S.E. and S. 3rd Ave. and meets the District 2 boundary. The line follows the District 2 boundary south and west to the beginning, i.e., the intersection of S. 5th Ave. and Highway 50.

    District No. 5:

    The District 5 boundary begins at the intersection of S. 11th Ave. and 1st St. It follows the District 4 boundary south until the intersection of Highway 50 and S. 5th Ave. It then follows the District 2 boundary southwest to the western city limits where the city limits meet the track of the Western Railway of Alabama. It then runs north and follows the city limits (going first north, then east, then northwest) to the beginning point of the District 3 line. It then follows the District 3 boundary north and west to the beginning, i.e., the intersection of S. 11th Ave. and 1st St.

    Editor's note— Sec. 1, of Ord. No. 12-89-01, adopted Dec. 4, 1989, provided as follows:

    Section 1. A decree of the U.S. District Court for the Middle District of Alabama, Eastern Division, entered the 19th day of November, 1985, in Civil Action No. 84-H-1081-E provided that upon annexation into the city of Lanett of the areas known as West Shawmut, the voting districts thereafter will conform to areas designated on map B-1. The annexation of the West. Shawmut area became effective with the approval of the U.S. Department of Justice on July 13, 1989. City of Lanett is conforming with the court order and is hereby dividing the city into five single member voting districts whose boundaries are set out below.

    Hence, Districts 1—5 described in § 2-18(b) have been amended to read as set out in § 2 of such Ord. No. 12-89-01. Provisions formerly designated as § 2-18 were renumbered as § 2-17.
