§ 2-3. Receipt and disbursement of city funds generally.

(a)

All money due the city shall be paid to the city-treasurer in the first instance and no part thereof shall be paid to any person in the payment or discharge of any debt or claim against the city except by the treasurer or by check signed as provided in section 2-4.

(b)

The city treasurer shall make a report, at the end of each municipal year, of all receipts and disbursements, which report shall be under the supervision of the finance committee of the city council.
